Aquino And Villar: Tie on Latest Pulse Asia Presidential Survey

It is statistically a tie-up for Noynoy Aquino and Manny Villar for first place on the latest Pulse Asia Survey for presidential preference.

The result shows that Aquino got 37% voting preference while Villar got 35%. Conducted last January 22 to 26, 2010, the survey has a margin of error of +/- 2.

Erap Estrada is at far third with 12%, while Gibo Teodoro and Bro. Eddie Villanueva came in next at 5% and 2%, respectively.

Meanwhile, Senator Mar Roxas is the clear leader for the Vice Presidential race. Roxas got 47% voting preference. Senator Loren Legarda follows at 28%, while Makati Mayor Jejomar Binay came in at third with 13%.

Aquino Tops October 2009 Pulse Asia Survey

If elections were held today, 44% of Filipinos would elect Liberal Party's Standard Bearer Noynoy Aquino III as president of the Philippines. This is according to Pulse Asia's most recent poll on Presidential Preference. The nationwide survey was conducted on October 22 to 30, 2009.

Far second is Manny Villar of the Nacionalista Party (19%). Third is Chiz Escodero (13%), and at fourth is Erap Estrada who got 11%.

Aquino, who, in the previous surveys was not included among the choices, suddenly rose to "stardom" after her mother, former president Cory Aquino, died of colon cancer. After what seems to be a sympathetic gesture coming from the people, Noynoy Aquino became an instant contender for the presidency.

Meanwhile, despite Chiz Escudero's risky resignation from the Nationalist People's Coalition (NPC) on October 2009, his rankings in the survey did not improve much.

Administration candidate Gibo Teodoro, however, maintained his standing at far below the list, with only 2%.

Pulse Asia's Survey on the 2010 Elections

Pulse Asia releases its February 2009 Ulat ng Bayan survey for the 2010 elections.

To summarize, the survey states that if the elections were done on February, the following Presidentiables will make it to the top:

"Kabayan" Noli De Castro (19%)
"Chiz" Senator Francis Escudero (17%)
"Erap" Former President Joseph Estrada (16%)
"Mr. Sipag at Tiyaga" Senator Manny Villar (15%)

For the Senatoriables, the survey's top 5 are:

Jinggoy Estrada
Pia Cayetano
Mar Roxas
Miriam Santiago
Frank Drilon

While those who belong to the top 5 are old-timers in the senate, the survey also include "newcomers" in the list of can-be-senatoriables, including Edu Manzano, Korina Sanchez, Joe De Venecia, and Willie Revillame (yes, you've read it right. Willie is on rank 17-23).

Relative to this survey, I have previously posted a blog to give emphasis on the importance of funds, in other words, money, for the upcoming 2010 elections. As pointed out, since the Presidential Race seems tight and we don't expect a runaway winner, money and machinery will definitely play a big role for the winner.

Columnist Manolo Quezon, in his blog entry, In This Corner, provides a comprehensive analysis on this Pulse Asia February 2009 Survey. Manolo points out that while the Administration candidates are doing badly in the survey, the local allies will still play a big role in the final stretch. Which is true! So the Opposition could not yet stage a sound of victory at this moment. They have got to take care of their local allies.

Napag-usapan na rin lang ang pera, umani ng batikos si Senator (and aspiring 2010 Presidential candidate) Manny Villar sa isang komento na binanggit niya sa isang interview. Sabi ni Villar:

"If you can't raise P1 billion, why even run?"

Reaksiyon naman ng ibang pulitiko (at aspiring presidentiables din):

Mar Roxas: people would elect the next president for the candidate’s platform of government and track record.

Chiz Escudero: it’s the people, and not money, that will elect a president.

Dick Gordon: "arrogant" statement.

In reality, tao pa rin ang pipili ng kanilang iboboto subalit kung iisipin, totoo namang malaking factor ang pera sa kandidatura. Sa nakaraang BARANGAY elections (emphasis sa salitang BARANGAY), may kilala akong nanalong kapitan na balitang gumastos ng humigit sa P500,000 para manalo. Kung sa isang maliit na yunit ng pamahalaan ay may mga taong handang gumastos ng ganoon kalaking halaga, hindi malayong kakailanganin nga talaga ng P1 bilyong piso para sa isang National campaign. In fact, sa airing time pa lang ng political campaign sa TV, gagastos ka na panigurado ng daang libong piso.

While Villar’s remark may sound controversial, the reality is that finances will determine in large measure the outcome of next year’s election. In fact, Villar’s figure is the minimum amount required for a decent nationwide campaign, which is P2 billion to P3 billion, per Reuters’ estimate.

Those billions would go to building a nationwide political machinery up to the barangay level. Then the candidates would have to cover all the regions once the official campaign period starts next year. Campaign paraphernalia, such as streamers and handbills, as well as the all-important TV and radio ads, will substantially jack up the cost of running for the highest public office even more. And we’re not even talking of the money involved in surreptitious dagdag-bawas operations à la “Hello, Garci,” which the Commission on Elections (Comelec) swear will be a thing of the past—a situation fervently hoped for, but not necessarily believed.

Sa pinakahuling survey report na inilabas ng Pulse Asia, lumalabas na dikitan ang magiging labanan ng Presidential elections sa darating na 2010. Nangunguna sa survey si Noli De Castro (19%) at pumapangalawa naman si Chiz Escudero (17%). Muling lumitaw ang pangalan ni Erap Estrada (16%) sa pangatlong spot, habang pumang-apat naman si Manny Villar (15%). Kasunod naman sina Loren Legarda, Mar Roxas, Panfilo Lacson, Jejomar Binay at Bayani Fernando.

At dahil nga dikitan ang labanan, sinabi ng ilang political analysts na pinakamalaking magiging factor ang pera at ang pagkakaroon ng "wide and loyal" network.

Sa karanasan ng pulitikang pinoy, malayo pa ang lalakarin bago natin makita ang isang mas malinaw na scenario sa gaganaping halalan sa 2010. Marami pang pangalan ang magsusulputan, paniguradong mayroon pang magba back-out at tatakbo na lamang ng bise presidente o senador, magkakaroon pa ng lipatan portion/balimbingan portion sa mga partido, at makakakita pa tayo ng iba't ibang drama tungkol sa ating mga pulitiko.

Hindi maikakaila na malaki ang papel na gagampanan ng pera sa kandidatura ng mga pulitiko. Ngunit sa huli, ang boto pa rin ng taumbayan ang dapat na manaig. Sa gabay ng Panginoon, nawa ay mapili na nga natin ang tamang lider ng bansa.

Lapid confused by Senate coup
He’s neither here nor there

Perhaps he thought he was responding to the roll call?

Sen. Lito Lapid, a known ally of President Gloria Macapagal-Arroyo, appears to be quite confused by the sudden change in leadership and the subsequent alliances in the Senate.

In the four days since the coup that saw Manuel Villar being replaced by Juan Ponce Enrile as Senate president, Lapid had not only shifted sides but also managed to confuse his fellow senators.

At press time Thursday, both the majority and minority camps were claiming him as their own.

Lapid was not among the 12 senators who signed on Monday a resolution backing Enrile as Villar’s replacement. But the former action star surprised everyone, including the 12 senators who supported the coup, when he voted for Enrile on the floor.

Some reporters said they saw Lapid raising his hand in a thumbs-up sign when his name was called during the voting for Enrile.

On Tuesday, Lapid said on radio that he had not intended to vote for Enrile, but that he had not bothered anymore to correct the outcome.

He then declared that he wanted to join the minority with Villar.

Thursday, both Enrile and Sen. Aquilino Pimentel Jr. said Lapid was now with the majority.

“I thought Senator Lapid was going to join us, but I understand he changed his mind,” Pimentel, who is likely to be named minority leader, told reporters at the weekly Senate forum.

“Better check with him so there will be no confusion,” Pimentel said.

Enrile said Lapid voted for him when he was nominated Senate president. He said he had been told that Lapid wanted to join the majority, and that he had not convinced the latter to do so.

“When I talked to [Lapid], I said, ‘You’re welcome. Everybody is welcome to join the majority.’ If they want to join us, why not? Who am I to say no?” Enrile told reporters.

Asked whether Lapid would then retain the chairmanship of the committee on games, amusement and sports, Enrile replied in the affirmative with a chuckle:

“Yes, he wants to play games. I’ll give him the games and amusement [committee] … He wants to be amused.”

On Monday, November 17, Senator Manny Villar formally tendered his resignation as Senate President of the Philippines.

Inquirer.net reports:

The plot to oust Villar, Sen. Panfilo Lacson said, had been “a work in progress since the C-5 controversy,” was said to have been hatched over the weekend and was finalized at noon Monday, with 13 senators signing a resolution to oust Villar.

The C-5 controversy refers to Lacson’s accusation that Villar had initiated the double entry in the national budget for the extension of the C-5 road in the cities of Parañaque and Las Piñas.
Villar has been accused of benefiting from the C-5 extension project as this passed through property owned by his real estate firms.




Immediately after Villar's speech, Lacson moved to declare the top senate post vacant and nominated Senator Juan Ponce Enrile, who garnered 14 votes to become the next Senate President. Senator Gregorio Honasan stood up and swore Enrile into his new office.


[I find it noteworthy to say that Enrile was one of Ferdinand Marcos' allies when Marcos declared the Martial in 1972. Thereafter, Enrile became one of the leaders of a military revolt in 1986 that led to the Edsa People Power Revolution and the ouster of Marcos. During the revolt, Enrile gathered much support from Honasan, then a young military officer.]

Enrile says he won't use post to amend Charter

In less than two months, we are entering into 2009 and as I have tackled in a previous blog, the Presidential race fiasco is becoming a hit on the news lately.

The latest SWS Survey , conducted on September 2008, puts VP Noli De Castro ahead of the pack at 29% while Senators Manny Villar (28%), and Loren Legarda (26%) closely followed.

Malacañang palace issued a statement recently enumerating their choices for the 2010 elections-which includes- De Castro, Defense Secretary Gilbert Teodoro, Senator Richard Gordon, Chairman Bayani Fernando of the Metropolitan Manila Development Authority, and Quezon City Mayor Feliciano Belmonte.

Earlier, Villar and Fernando signified their intention to run for the Top post. Makati Mayor Jejomar Binay also recently informed the media that he is also eyeing for the post. (Now, wouldn't that be a match?- Binay vs. BF in another arena).

With a lot to choose from, and a lot more days to go before the 2010, we will yet to see a lot more changes on who will finally submit their Certificates of Candidacy for the Presidential race (needless to say, there will also be a lot more ober-da-bakods in play).

As I was saying, what if… we hold an election and nobody came? Or everyone did but everyone abstained for lack of choices? I mean, seriously.

It isn’t like we have a huge pool to make a choice from. Do we choose the lesser evil of the bunch– like we have the last 20 years or so? Do we make a stand here and now and say, you want us to vote— give us better choices. We don’t want plain vanilla. we don’t want chocolate! we want coffee mint walnut ice cream!

Are we prepared to draw a line in the sand and say— we want better?

I must admit I am an advocate of exercising the right to suffrage-encouraging a lot of the people, especially the young, to register and vote, however, the question is still bugging my mind: Am I prepared to draw the line and say I want a better choice?

Do I vote and choose the "lesser evil" among those vying for the post?
Or do I stand and say: "I don't want any of those. I want better."?

Now, I'm thinking.

Now, we are beginning to see the concrete picture of what's going to happen from present to 2010. And the media continues to be the avenue where the people gets to know of who's who in the battle for the highest seat of the land.

Sipag at Tiyaga: Senate President Manny Villar

"Oo, tuloy na tayo sa 2010 sa pagka-presidente.. Wala nang urungan", thus says Manny Villar on his 2010 plans.

During the June SWS Presidentiable Surveys, Manny Villar placed third behind Noli de Castro and Loren Legarda.

However, since Villar threw off his hat on the Presidential race, allegations on various corruptions has started to box him off, the latest of which, is the Road to Nowhere mess, a project involving an alleged "double insertion of funds" where Senator Ping Lacson pinpointed Villar as the person who benefited to at least P200 Million.

People, however, think that this Lacson expose is just a way to discredit Villar's bid for the Presidency.

(Lacson himself is said to consistently set his sight on the Presidential seat, but political analysts do not seem to see him as a winnable candidate since he failed his bid during the 2004 election where he placed far third behind GMA and FPJ)






Mr. Palengke: Mar Roxas



Hoping to feat Senator Obama's fame in the US, Mar Roxas has opted to use Internet Blogging as his tool to gain popularity.


Thus, the Mar Roxas Blog. Then there is also the Mar Roxas for President in 2010 blog.


On early August 2008, Mar met with famous Political bloggers on a very lively discussion on Philippine politics over dinner. Ding Gagelonia, one of those present shares in his blog,

"Through the more that two hours he spent yesterday with the bloggers, Mar showed himself to be a ‘listening’ politician, taking notes as he heard how Filipinos are harnessing blogging to share information and distill their aspirations as a people, regardless of where the politicians are taking Philippine society."

In another blog, Ding writes,

"by the way he talks and walks, he is running for president. Make no mistake about it.His pedigree, his record as a politician (no longer ‘reluctant’ after taking on the Araneta/Roxas mantle due to the sudden death years back of his brother Dinggoy), his academic and intellectual maturity, and his age, all brand Mr. Palengke as presidential.

Mar and his team are going boldly into the new media, blogging and the class-and-border erasing Internet to get their message out and lock in the votes of overseas Filipinos and the youth."

However, Mar has yet to show himself more, as I personally believe that in his last few years in the Senate, he has not been too visible in the news. So I hope that this show of popularity that he is making thru blogging is not only for his political ambition, but a genuine show of concern to the Filipino.




Metro Gwapo: BF

Ever seen any of those huge MMDA tarps featuring our MMDA Chief Bayani Fernando? Many people has criticised BF that he is allegedly using government funds in order to popularize himself through those MMDA billboards.

At any rate, BF is getting all the popularity stints, both positive and negative. People may criticize him for being the urban poors' BERDUGO, as he continues to spearhead the way for a Handsome Metro Manila. But an equal number of people also praise him for being tough and strong in implementing rules and regulations to beautify the Metro.

Then, there is this BAYANI stickers you can find on Buses, Jeepneys, and even tricycles. One man commented, "Ang lakas ni BF sa Nueva Ecija, ah. Nakakita ako ng sticker nya doon, eh." Then, his fellow responded, "Aba'y wag kang magtaka. Kung sa Davao nga, nakakita rin ako ng stickers nya eh." When many people again comments on this, MMDA went on the defense to say that the BAYANI stickers are from BF's personal funds.

On some lighter (but somehow with still a great political color) news, BF is also contending to be the next Celebrity Duets 2nd winner. Sana naman, kahit dito, manalo si BF.

As one judge jokingly comments on him (paraphrased already), nag i improve ang singing ni BF, baka mamaya, magulo na ulit ang kalsada.

Well, those are only three of the many possible candidates who might run in 2010. It is actually too early to tell who will and who will not. There is Loren, Dick Gordon, Mayor Binay, Chiz Escudero, Kabayan Noli, and of course, the comicals Ely Pamatong and Eddie Gil.

It is too early to tell. But one thing's for sure, we are bound to see yet another colorful display of drama and comedy in search for the next Philippine President.
